David Armstrong, PhD

Director

David P. Armstrong, PhD, is the Director of the Health Workforce Technical Assistance Center (HWTAC) located at the School of Public Health, University at Albany, State University of New York (SUNY). He has a doctorate in sociology from the University at Albany, SUNY and has worked in the field of health workforce studies since 2003. Dr. Armstrong manages the day-to-day operations of HWTAC and provides direct assistance to states and organizations engaged in health workforce planning. Dr. Armstrong has an extensive background in conducting health workforce studies. He has presented nationwide and produced dozens of reports on the health care workforce in New York and the US.

Leanne Keough

Communications Director

Ms. Keough oversees the development of all visual and audio products produced by HWTAC, including videos, webinars, eblasts, and podcasts. Other responsibilities include graphic design, integrated marketing, overall branding strategy, and maintenance of the HWTAC website. Ms. Keough has over 2 decades of communications experience, previously working for various pharmaceutical advertising agencies, and marketing and communications firms. She holds a BS in Mass Communication from Boston University.

Trish Galvin

Communications Specialist

Trish Galvin assists with the daily operations of the Health Workforce Technical Assistance Center (HWTAC) as well as the Communications team at CHWS. Among other activities, Ms. Galvin manages the research alert system, creates infographics and visual collateral, produces videos, conducts event planning for webinars and virtual meetings, and contributes to the content management and maintenance of the HWTAC website.

Ms. Galvin brings 20 years experience in higher education where she was involved with design communications for institute advancement and university communications. Ms. Galvin’s strengths include visual storytelling, graphic design, media production, branding, and creative strategy. She received her Bachelor’s degree in Graphic Communication and Sculpture at Castleton University in Vermont.

Matt Allegretti, MFA

Communications Specialist

As a Communications Specialist, Matt Allegretti maintains and updates online content and distribution lists, curates daily content on social media pages, and provides copyediting for publications. He creates podcasts and videos, assists with design layout, and performs other media-focused tasks as needed. Previously, he worked as a marketing associate at a successful tech startup. He holds a BA in Classics and a MFA in Writing from The College of Saint Rose.

Sage Shirey

Graduate Research Assistant

Peter (Sage) Shirey assists with literary reviews, research reports, key informant interviews, and record keeping. He primarily works with the Health Workforce Technical Assistance Center. Sage specializes in qualitative social research.

Prior to HWTAC, Sage worked as an applied behavior analysis (ABA) therapy assistant for 5 years, working with children on the autism spectrum. He also volunteered at an after-school homework center in Seattle for several years. He holds a BA in Sociology from the College of Wooster (OH). He is currently enrolled in the Masters of Sociology program at SUNY, Albany.

Jinman Pang, PhD

Jinman Pang, PhD

Research Scientist

Jinman Pang conducts data analysis, updates federal data sources, and conducts literature reviews, among other tasks as needed. Ms. Pang specializes in health econometrics, applied microeconomics, data analysis, modeling, and forecasting.

Previously, Jinman worked at the New York State Office of Mental Health and taught undergraduate courses in the economics department at the University at Albany, SUNY. Jinman holds a BS in Statistics from Shandong University in China and a MS in Health Policy Administration from Pennsylvania State University. She is currently a PhD candidate with the Economics Department at the University at Albany.

Robert Martiniano, MPH, DrPH

Evaluation Officer

As evaluation officer of HWTAC, Dr. Martiniano is responsible for working with HWTAC staff to design and implement evaluations of HWTAC projects. This work includes evaluating overall project goals and objectives, dissemination strategies, outreach efforts, and the impact of HWTAC’s technical assistance on health workforce planning. Additionally, Dr. Martiniano has presented multiple webinars for HWTAC on a variety of topics, including developing community needs assessments, using Medicaid data, program evaluation, developing rational services areas, and developing employer surveys to assess workforce demand.

Jean Moore, DrPH, FAAN

Principal Investigator

Jean Moore is the Director of the Center for Health Workforce Studies (CHWS) at the School of Public Health, State University of New York (SUNY) at Albany. She serves as the Principal Investigator for HWTAC. Dr. Moore’s decades of experience as both a leader and researcher in health workforce program administration, planning, research, and policy development has allowed her to make substantive contributions both nationally and internationally.
