Evaluations assist project managers in understanding the links between goals, activities, resource
consumption, and outcomes. Program evaluation can also assist project managers in defining priorities,
understanding how projects potentially fit within the organization’s mission, vision, and values, and making the best use of resources, both financial and staffing.
The Evaluation Guide for HRSA Project Officers was developed to give Health Resources and Services Administration (HRSA) project officers an overview of program evaluation, by:

- Describing the components of each type of evaluation
- Illustrating the use of a logic model in program evaluation
